How do I fix some problems my PC has been having with Oblivion’s graphics?

I have been playing Oblivion on this computer for a little over a year now, and this only started happening about a month ago. All I know is that all of a sudden, all the textures start flashing white or light blue randomly every time I try to play. I’ve tried lowering the graphic quality, but it didn’t seem to help at all. Has anyone else had a similar issue? How do I fix this? It’s extremely annoying.
